setting up user quota

    Hi,
    whenever I use user name instead of UID I will get
    below error :
    toaster>quota on web
    quota: user name ihsan not found (/etc/quota line 2).
    could not read quotas file
    toaster>

    content of /vol/vol0/etc/quotas
    ihsan user@/vol/web 5M
    * user@/vol/web 3M

    It won't fail if I use UID

    Any suggestion ?
    I tried putting clients /etc/passwd in
    /vol/vol0/etc/passwd and it works.
    Do we have to have a /vol/vol0/etc/passwd ?
    If so, how about if we have let say 100000 users ?
    there has to be a smarter way which a newbie like me
    do not know of...
